US ESTA for Taiwanese Citizens

No — Taiwanese travellers do not need a traditional US visa for a short visit, but they do need an approved ESTA before they travel. Taiwan is a member of the US Visa Waiver Program (VWP), which lets its citizens visit the United States for tourism, business or transit for up to 90 days without applying for a B1/B2 visa at a US embassy. Instead, Taiwanese travellers apply online for an ESTA (Electronic System for Travel Authorization), which is linked electronically to the passport — there is no sticker, no label and no embassy interview.

ESTA is an online travel authorization run by US Customs and Border Protection (CBP) for citizens of Visa Waiver Program countries such as Taiwan. It is not a visa — it is a pre-travel screening that checks your eligibility against security and law-enforcement databases before you board. For Taiwanese citizens, an approved ESTA replaces the need for a B1/B2 visitor visa for stays of up to 90 days.

Typical reasons Taiwanese travellers use ESTA include holidays and sightseeing, visiting friends and relatives, attending conferences or business meetings, and transit to a third country. It does not permit paid work, study leading to a degree, or stays beyond 90 days. If your plans involve any of those, you will need the appropriate US visa instead.

An ESTA is mandatory for every Taiwanese citizen who travels to the United States by air or sea under the Visa Waiver Program, regardless of age. There is no family or group authorization: each traveller, including children and infants, needs their own ESTA linked to their own passport. A parent or guardian can complete the application on a child's behalf using the child's passport details.

Taiwanese citizens who already hold a valid US visa — for example a B1/B2 stamped in their passport — do not need an ESTA, as the visa takes precedence. But for a standard short holiday or business trip, the great majority of Taiwanese travellers travel on ESTA rather than applying for a visa.

To use ESTA, Taiwanese travellers must hold a biometric Taiwanese passport — an e-passport with the small gold camera-shaped chip symbol on the cover. Modern Taiwanese passports are biometric, but an emergency or temporary travel document is not accepted under the Visa Waiver Program. Most Taiwanese citizens qualify for ESTA, but some are not eligible and must apply for a B1/B2 visa instead. You generally cannot use ESTA if you:

• have travelled to, or are a national of, Iran, Iraq, Libya, North Korea, Somalia, Sudan, Syria or Yemen since March 2011 (limited exceptions exist for some official or military travel);
• have been arrested or convicted of certain offences that make you inadmissible to the United States;
• have previously been refused a US visa or denied entry to the United States;
• have previously overstayed the terms of a US visa or the Visa Waiver Program.

If any of these apply, Taiwanese travellers should apply for a B1/B2 visitor visa at a US embassy rather than using ESTA. When in doubt, answer every eligibility question truthfully — an honest declaration that leads to a visa is far better than a false answer that can trigger a long-term ban.

ESTA is completed entirely online, so Taiwanese travellers do not upload a stack of paperwork, but you must enter accurate details that match your passport exactly. Have the following ready before you apply:

• A valid biometric Taiwanese passport — check it will stay valid for the whole of your intended stay.
• Your passport number, issue and expiry dates, entered exactly as printed.
• Personal details — full name, date of birth, gender, country of citizenship and country of birth.
• Contact and trip details — home address, email, a US address or hotel for your first night, and an emergency contact.
• Employment information — your current employer's name, address and phone, or 'Retired', 'Student' or 'None'.

1. Get your biometric Taiwanese passport ready and check its validity covers your travel dates.
2. Start the online US ESTA application and enter your passport and personal details exactly as they appear in your passport.
3. Answer the Visa Waiver Program security questions honestly.
4. Add your travel information — your US address or hotel and approximate dates.
5. Review every field carefully — a single typo in your surname or passport number can trigger an automatic refusal.
6. Submit your application and wait for the decision by email.

Most Taiwanese travellers fly to the United States from Taipei Taoyuan, typically arriving at Los Angeles, San Francisco and New York. Apply at least 72 hours before departure — ideally as soon as you book your flight — so a manual review, if any, has time to clear before check-in. Never buy a non-refundable ticket before your ESTA is approved.

For Taiwanese applicants, more than 80% of ESTAs are approved within minutes, and the authorization is sent by email. A minority are flagged for manual review by CBP, which can take up to 72 hours. You should not count on instant approval at the airport: apply several days before departure so you have a buffer if anything needs attention. If your status shows 'Pending' or you are asked for more information, wait for the email decision rather than submitting a second application.

An approved ESTA is valid for two years from the date of approval, or until your Taiwanese passport expires — whichever comes first — and allows multiple entries. On each visit Taiwanese travellers may stay up to 90 days. This suits a single long holiday, a multi-stop trip across the United States, or several shorter business or family visits over two years.

The two-year validity and the 90-day-per-visit limit are separate: you can come and go as often as you like while the ESTA is valid, provided no single stay exceeds 90 days, which cannot be extended. The ESTA is tied to the passport you applied with, so if you renew or replace your Taiwanese passport you will need a new ESTA linked to the new document.

ESTA covers tourism, a defined set of business activities and transit — but not employment. As a Taiwanese ESTA holder you can:

• Travel as a tourist — holidays, sightseeing, road trips and visiting friends or relatives.
• Attend business visitor activities such as meetings, conferences and contract negotiations (paid by your Taiwanese employer, not a US source).
• Transit through the United States on the way to a third country.
• Take part in short recreational study that is not for academic credit.

You cannot work for a US employer, earn income from a US source, study for a degree, work as a journalist for hire, or stay longer than 90 days on a single visit. If you need to work, study long-term or stay longer, apply for the appropriate US visa instead.

Most Taiwanese travellers only need an ESTA: it is applied for online and is usually approved within minutes. Choose a B1/B2 visa instead if you are not eligible for the Visa Waiver Program, plan to stay longer than 90 days, will study for academic credit, will be paid from a US source, or have had a previous ESTA or visa refusal. A B1/B2 visa requires an in-person interview at a US embassy, with wait times that can run to weeks or months in some countries. For a standard short holiday or business trip, ESTA is faster and entirely online.

An approved ESTA lets Taiwanese travellers board the plane, but it does not guarantee entry — the final decision rests with a CBP officer at your port of entry. On arrival you proceed to Customs and Border Protection, where the officer reviews your passport, takes your fingerprints and photo, and asks about the purpose and length of your trip. Carry your passport, proof of onward or return travel, proof of accommodation, and evidence that you can support yourself financially. Provided everything is in order, your passport is stamped 'Admitted under VWP / WT' and you are free to enter the United States — whether that is New York, the national parks, or the beaches of Florida and California.

• Typos in passport details: the ESTA is matched to your exact passport — check every field against your passport before submitting.
• A non-biometric passport: an emergency or temporary Taiwanese passport cannot be used under the Visa Waiver Program.
• Travel to restricted countries since March 2011 (Iran, Iraq, Syria and others): this usually makes you ineligible — apply for a B1/B2 visa instead.
• Undisclosed visa refusals or criminal history: declare them honestly; concealment can lead to a long-term ban.
• A previous overstay: even a single day past the 90-day limit can flag future applications.
• Leaving it to the airport: apply at least 72 hours ahead in case extra checks are needed.

Every traveller needs their own ESTA, including children and infants, because each authorization is linked to an individual biometric passport. A parent or guardian can complete the application for a child using the child's own Taiwanese passport details. If you are travelling as a Taiwanese family, simply submit a separate ESTA application for each member — each traveller is assessed individually under the Visa Waiver Program, regardless of age.
